Welcome to Lunatic Tower! The manual is in the rom zip file and that has the plot but to summarize it for those who can't open the rom zip for any particular reason:
Guy Fox is a comparatively poor civilian in a country who's currency is worthless yet employers still pay workers as if the money is worth something. Because of this, Guy Fox steals trillions from a nonillionair(enough to at least afford beans on toast for breakfast) but is immediately swiped by another nonillionair named Buddy Bunny. Laughing at him, Buddy Bunny says that Guy Fox could either remain a crippled wage slave or he could scale her tower(which reaches to the moon by the way) to get the money back.
This is a fairly difficult(maybe rage inducing) game, but are you up to the challenge?

To play the rom on computer you'll need a gameboy emulator of some sort(Gameboy, Gameboy Color, Gameboy Adance, etc.) and to play on actual consoles you'll need some sort of flash cart.
